on #view_topic page, buttons at the top need padding cuz they're up against the toolbox.

I know, I mucked them up when I fixed the announcement on the main page. I have a trick up my sleeve for that! (which may mess something else up..)
This skin is lowest priority at the moment due to the seasonal nature, but I'll look into all viewing problems when I get to it.
